Early Win for DeCesare and the Kentucky TaxpayerRepresentative Jim DeCesare (R-Warren, 2008 Rank #7) received an early win, with one of his proposals incorporated into the house rules.HB 14 would have provided improved transparency to the budget process, for legislators and taxpayers alike, by requiring the bill to be available for 24 hours before it was voted on. That rule has been incorporated into the House Rules. Thumbs up to Rep. DeCesare and a point in favor of the new House leadership.
